The skills of the HSP firm are deliberately concentrated in land, property and environmental sectors, in particular town planning, the environment, public procurement and public procurement contracts, commercial sites, expropriation, publicly owned enterprises, environmental and property tax systems, as well as civil and traditional property law, including construction and, generally, the whole of administrative law in relation to these matters.


Implementing a project involves a large quantity of legal, economic, social, political and environmental data. In this context, the HSP firm frequently works by starting with the genesis of a project, to design the set up, deciding on the strategy and assuring the follow-up to its final outcome, including contacts with the administrations and institutional and non-institutional discussion partners concerned.

Developping legal standards

The HSP firm works on the evaluation, drawing up and modification of texts that are legislative or of a regulatory nature, at the request of one legislator or another, or of a research unit, a promoter, etc.

Teaching and publication

Both in Belgium and abroad, the HSP firm has always developed significant scientific work: ongoing training for every type of agent, both public and private, conferences, publications and, for some members of the firm, university teaching.
